System Development and Integration Methodology

Our team worked on three versions of the Systems Engineering Management Plan which looked at:

  • Strategy
  • Methodology
  • System of Systems


The team fulfilled the intent of the client’s EA team in developing systematic, reliable and disciplined approach to plan, architect, design, test, and release software for Healthcare business operations.
This architecture which is designed for the integration of disparate systems incorporates:

  • strategies,
  • planning methodologies,
  • capabilities of large-scale system and its system components,
  • governance,
  • EA guidelines,
  • independent systems management and acquisition,
  • data exchange,
  • software and systems development using various methodologies such as 5-2-8 Model, integration lifecycles and standards.


The management of the integration is modeled by architecting the resulting system in terms of its independent systems linking their development lifecycles together. This has been applied in Health IT System (HITS) and it is suitable for the implementation Electronic Health Records (EMR).
The model provides details about:

  • cross-over activities,
  • requirements and touchpoints within several knowledge domains,
  • departments and business practices.


It highlights:

  • phases,
  • event-driven timelines and milestones,
  • dependencies,
  • gate review processes,
  • constraints and quality assurance

to be used in the development, integration and deployment of HITS and the integration of its independent systems.  
The methodology is founded on several elements:

  • DoD’s systems architecture,
  • SE strategies and methodologies,
  • analysis of large-scale systems components development,
  • EA guidelines and capabilities principles,
  • governance and
  • independent systems management.


We developed the integration process management and developed the approach to describe the SOS in terms of the independent systems linking the single systems and the SOS for the Health IT System, while following the acquisition strategy and methods developed for single systems.
The SOS blueprint details the processes for the integration of SOS disparate systems following software systems engineering. It examined the development phases and event-driven timelines and milestones to be used in developing HITS systems, as well as the integration of the independent systems composing the SOS. 
An associated maturity model guides the architecture and implementation towards better integration of disparate systems and components. The management of sequencing is done through governance and unified mission objectives for better alignment and execution.
